Message from the Co-Chairs of the Manitoba Seniors Equity Action Coalition

The Manitoba Seniors Equity Action Coalition Inc. (MSEAC) was established in 2023 to build a voice for older adults in our province, with a particular focus on seniors from Indigenous, racialized, 2SLGBTQI+, persons with disabilities, unhoused, and low-income communities. Our goal is to promote community education, research, policy changes and legal advocacy on issues regarding long-term care homes, assisted and supportive housing, aging-in-place, home care, transportation, and culturally/identity appropriate services.
Since 2023, we have had the privilege to meet with older adults across to discuss their concerns, goals and aspirations are about aging and to ensure that we advocate for the supports and services to aging healthy and with dignity.
In the fall of 2023, MSEAC, along with other older adult and community-based organizations, co-organized a campaign during the provincial election to have the leaders of all political parties candidates sign a pledge to enact legislation within their first 180-days in office to establish an independent seniors advocate position which would report to the legislative assembly; the NDP and Liberal leaders signed the pledge. In its first throne speech fall 2023, the successful NDP government announced a commitment to establish a seniors advocate office similar to the Manitoba Advocate for Children and Youth, in 2024, they passed legislation to establish a seniors advocate office by the fall of 2025.
In August 2024 MSEAC incorporated a 13-person Board of Directors composed of older adults with knowledge and lived experience in disability, homelessness/houselessness, and experience facing stereotyping and discrimination. Many of the board members have also worked in support systems and bring that knowledge and experience to their role.
We have developed a robust strategic plan and look forward to implementing it in the next two years. We will be connecting with senior-serving organizations, caregivers and service providers to ensure we have the voices of many as we work toward having programs, services and housing that meets the needs of older adults in the province.

How we began
MSEAC was founded in 2024 by the Community Education Development Association (CEDA) and the Public Interest Law Centre (PILC) to address systemic gaps identified by 111 seniors across Manitoba. Our board and partners reflect the diversity of the communities we serve.

Through town halls, policy advocacy, and partnerships, we push for:

Culturally safe, equitable housing that respects Indigenous, 2SLGBTQ+, disability, and unhoused seniors’ needs.
Anti-ageist healthcare and income supports.
Our work is rooted in the lived experiences shared in our Community Engagement Report 2024. From Winnipeg to Thompson, seniors told us: ‘We need tools to fight back.’ MSEAC is those tools.
Our Mission
MSEAC champions equity for Indigenous, racialized, 2SLGBTQ+, people living with disabilities, unhoused, and low-income seniors (55+) in Manitoba through policy and legal advocacy, community education, and research. We mobilize communities to dismantle systemic barriers and uphold human rights.
